The expectations of Europe’s demise due to Russian aggression and American abandonment are grossly exaggerated. President Trump is not abandoning Europe. He is playing hardball with Ukraine because he needs to get his recalcitrant supporters on board with continued US involvement. This “two-level game” is something that President Trump has to play on all “status quo/establishment” outcomes, including trade policy and maintaining alliance structures.
